Acceptance/Enrollment Verification

Acceptable documents include:

• Acceptance Verification which shows the applicant’s matriculation for the Fall 2026 semester at an approved institution.
• Enrollment Verification which shows the applicant’s registration for the Fall 2026 semester at an approved institution.

Selective Service Registration Status

Acceptable documents include:

• Selective Service Registration Card
• Selective Service Registration Letter on official letterhead.
• Applicant’s DD Form 214 with character of service.
• Applicant’s Birth Certificate which shows that the applicant is under 18.
• Applicant’s State ID which is not expired and shows that the applicant is under 18.
• Exemption Documentation which verifies that the applicant is not required to register.

Proof of Dependency – Applicants Sponsored by a Service Member or Veteran

Acceptable documents include:

• Military ID front and back of ID which is not expired.
• VA Dependent Benefit Letter which shows end of eligibility in the future.
• DEERS Enrollment Letter which is dated within 90 days of application date.
• 2025 Tax Document listing applicant as a dependent or spouse.
• DD1300 Report of Casualty which lists the applicant as a dependent.

Sponsor’s Military Service Document for Character of Service

Acceptable documents include:

• DD Form 214 with Honorable character of service (member copy 2 or 4).
• VA benefits verification/award letter that includes “Military Information” showing character of service.

North Carolina Residency Verification for Applicant

Acceptable documents include:

• North Carolina Photo Identification which is not expired.
• Voter Registration Card that the address on the voter registration card matches the address on the application.
• High School Transcript (for current high school students or students who have graduated from High School within the year) that is from a North Carolina High School.
• Most recent Utility Bill which shows the applicant’s name and the address on the utility bill matches the address on the application.
• PSC Orders (for child applicants of Active Duty service member only) which shows a duty station in North Carolina and covers the application academic year.

North Carolina Residency Verification for Sponsoring Service Member/Veteran

Acceptable documents include:

• North Carolina Photo Identification which is not expired.
• Voter Registration Card that the address on the voter registration card shows North Carolina residency.
• Most recent Utility Bill which shows the service member’s name and the address shows North Carolina residency.
• PSC Orders (for child applicants of Active Duty service member only) which shows a duty station in North Carolina and covers the application academic year.
• DD Form 214 showing service member’s home of record at time of entry as North Carolina.
• DD1300 Report of Casualty which shows the service member was stationed in the North Carolina at the time of death.

Sponsoring Military Service Document for Service Criteria

Acceptable documents include:

• Most Recent VA Benefit/Award Letter which documents 50% or greater disability rating.
• VA Certificate of Eligibility for Chapter 35 Benefits which documents eligibility for Chapter 35 Benefits.
• Documentation from the DoD or VA documenting service-connected death.
• DD1300 Report of Casualty
• Letter from Commanding Officer (for Active-Duty service member sponsors of child application) which documents the circumstances of traumatic wounds or illness.

Birthdate Validation

Acceptable documents include:

• Applicant’s Birth Certificate to verify birthdate.
• Applicant’s State ID which is not expired.
